Where should an RF power meter be installed?

An RF power meter measures the radio energy going to the antenna. That energy travels in the feed line, so the meter goes in the feed line, between the transmitter and antenna. The power supply cable only carries DC, not RF.
Tip: RF meter goes where the RF flows: the feed line.
