When, other than during an emergency, may a Technician class licensee be the control operator of a station operating in an Amateur Extra Class band segment?

Other than emergencies, a Technician may be the control operator in an Amateur Extra Class band segment at no time. Privileges come from the control operator's own license class (FCC rule 97.301), not from who owns the station.
