When may amateur radio operators use their stations to notify other amateurs of the availability of equipment for sale or trade?

You may announce amateur radio equipment for sale or trade, as long as it is not done on a regular basis (FCC rule 97.113). This allows occasional personal sales, not running a business on the air.
Tip: Selling your own ham gear now and then is fine; no regular business.
