What proves that the FCC has issued an operator/primary license grant?

Answer: C. The license appears in the FCC ULS database
Your license is official once it appears in the FCC ULS (Universal Licensing System) database, as covered in FCC rule 97.7. A certificate from your exam session or an email from a volunteer group does not prove the FCC has granted the license.
Tip: If it is in ULS, it is real.
